On Tuesday, Gwinnett County Commission Chairman Charles Bannister asked a Superior Court judge to set the millage rate for him, adding a semicolon to the story of county leadership that failed to meet the challenge of a slowing economy. Even worse, it is a challenge that was a surprise to no one.
